I think we can further ahead of the curve by introducing a random delay between router start and service start, configurable by the user either via i2ptunnel.config file for non-tunnel manager service, or in the tunnel manager ui.

fairly simple implemention, user configures min/max delay, service chooses random value between the two as the startup delay.
