if I understand correctly what you're asking, the answer is no. I2P/I2P+ can't use a proxy to connect to the network. i2pd can, however.

Transparent proxies are not supported as built-in, what if it's a UDP proxy deployed by an upstream router? Make the DHCP installing i2p+ go proxy by specifying the route.
