not at all sure about that. we get a lot of translators that are already translating other projects like Tor on transifex. We need to be where the translators are

you'll probably find Tor switches over to weblate and self-hosts.

either way, I don't think it's important, or useful, trying to second-guess what your translators want. if they want to translate, they'll come to you.
