ok, I think I've fixed the issues with makegeoip.sh, it now should be run from the location it resides (and will complain otherwise). uses curl over http proxy to download update, with wget fallback.

I have some ideas about making dev builds more available that I've been trying in downstreams like i2p.firefox and i2p.android.base, but that's only a part of a solution
