forget about the bandwidth limiter, the better bet is to limit the number of participating tunnels your router will host.

in your router.config file in ~/.i2p/ or wherever your profile is stored in not on *nix, add the line router.maxParticipatingTunnels=2000

check how many tunnels you're currently hosting, and adjust that value until your bandwidth is as you like it.

if you want a simpler way to modify configs in future, add the line: routerconsole.advanced=true to your router.config file, wait for a few seconds, and then you'll be able to edit configs directly on the /configadvanced page.

you'll see a congestion section appear in the sidebar when advanced mode is active.

both config settings don't require a router restart to take effect.. as soon as you set the max number of participating tunnels, the router will stop hosting part tunnels until the value is met.

I'm recommending limiting participating tunnels over adjusting bandwidth allocation as you'll retain your router's bandwidth class and attract traffic on that basis, which I personally prefer to lowering the router bandwidth tier.
