I've added another congestion control for client tunnels:

- after 5 consecutive build timeouts for a pool, I'm temporarily reducing quantity by 1

- after 9 timeouts, I'm reducing to max(1, quantity / 3)

- after 13 timouts, I'm reducing to 1

so that should provide some more backoff to prevent congestion collapse
